Needs Analysis
The state of Maryland Department of Education has identified core concepts and skills that educators must demonstrate in order to earn a teaching certificate. These skills include the recognition and ability to differentiate instruction to meet diverse learners’ needs. Teacher preparation programs must create programs and courses that address identified goals. Instructors must create lessons and assignments that address the course goals and objectives. This Wiki will provide students in a teacher preparation program with resources pertaining to various high incidence disabilities that their students may have.

Learner Analysis

The learner applies to any teacher who works with students with high incidence (i.e., LD, MMR, EDB, HFA) disabilities. Initial development of this Wiki is geared towards graduate students who are enrolled in the course Characteristics of Students with High Incidence Disabilities. At this point in development, the target audience is teachers of all levels, content areas and student population. Course participants typically are current teachers, long term substitutes and paraprofessionals of K-12 students. The ultimate goal is to expand the audience to educators outside of the teacher preparation program.

Content and Task Analysis

Content Analysis

Identifying learner characteristics and appropriate accommodations and modifications to utilize students’ strengths to assist with their weaknesses is essential. Educators, specifically general education teachers, are charged with the task of altering instruction for diverse learners without receiving proper training and support. As a result, student expectations may be lowered. Teachers need to be taught to analyze their students’ needs, integrate universal design for learning principles and individualized accommodations to meet individual needs while maintaining high expectations.
